The name of the Policy Board shall be as follows:
Northeast Washington Regional Transportation Organization Planning Organization (NEW RTPO) Policy Board.
The lead agency for the Northeast Washington Regional Transportation Planning Organization shall be Tri-County Economic Development District.
- To accomplish the objectives of the Unified Planning Work Program (UPWP) that is developed cooperatively between the Washington State Department of Transportation (WSDOT), the local jurisdictions represented by the NEW RTPO and the lead agency and to fulfill all requirements of a Regional Transportation Planning Organization as specified in Washington State Law.
- To make policy decisions in regards to the NEW RTPO UPWP as it relates to the Regional Transportation Improvement Program (TIP), the Regional Transportation Plan (RTP) and all other programs/plans that are a requirement of the RTPO as specified in Washington State Law.
- To have the authority to approve, adopt and/or amend documents that are required as a part of the NEW RTPO program and all committees working in conjunction with the Policy Board.
- To perform any reviews and/or evaluations of the lead agency’s transportation related activities for adequate performance.
- To establish committees as needed in order to carry out the functions of the Policy Board. The size and membership of the committees shall be determined by the Policy Board.
The principal office of the NEW RTPO Policy Board shall be the same as the lead agency, Tri-County Economic Development District (TEDD). This location is 347 W. Second, Suite A, Colville, WA 99114.
The NEW RTPO Policy Board shall meet at least quarterly and at such other times, as the chairperson may deem necessary. An annual meeting calendar shall be provided. There will be not less than ten (10) days notification of any meeting change or specially called meeting. All NEW RPTO Policy Board meetings shall be open to the public.
The Policy Board shall be no less than 15 nor more than 35 members and shall consist of representatives as follows: Two County Commissioners from each County (Ferry, Stevens, and Pend Oreille); one currently elected public official from each incorporated town and city; one currently elected public commissioner from each public utility district and port district; one appointed tribal member from each Indian Tribe (Colville Confederated, Kalispel, and Spokane); an appointed representative from Washington State Department of Transportation; an appointed representative from two businesses; an appointed representative from the Rural Resources Transportation division.
Eight (8) voting members of the Policy Board shall constitute a quorum at the meetings.
Each Policy Board member is expected to attend all regularly scheduled Policy Board meetings. Alternates may be appointed by the designated board member to attend meeting in their absence. However, unless the alternate is a currently elected public official of the designated body, the alternate shall not have voting privileges.
The Policy Board shall select one of its members to act as the chairperson and one as the vice-chairperson at the first meeting of each year. The lead agency shall be responsible for taking and maintaining meeting minutes and other documents as required.
Meeting of the NEW RPTO Policy Board will be conducted in accordance with Roberts Rules of Order.
Amendments to these Bylaws may be accomplished by a two-thirds vote of the Policy Board members present and voting at a regular or special meeting held for such purpose and shall become effective at the first regular meeting following the adoption of such amendment.
If any provision of these bylaws or its application by any person or circumstances is held invalid, the remainder of the bylaws or the application or provision to other persons or circumstances is not affected.
